EPA Region 8 Emergency Management Branch staff are conducting a Facility Response Plan (FRP) Compliance Assistance Workshop and Qualified Individual Training in Great Falls, MT on April 8-9, 2025.  The content of the workshops includes an overview of SPCC and FRP Regulations in 40 CFR Part 112; a discussion of the Preparedness for Response Exercise Program (PREP) guidelines; an update on Waters of the U.S. (WOTUS) regulations; an overview of FRP submission, review, and approval procedures, including common deficiencies; Qualified Individual (QI) training and exercise requirements; a discussion of OSROs and response equipment requirements; an overview of FRP plan contents; an outline of what to expect during SPCC/FRP inspections and Government-Initiated Unannounced Exercises (GIUEs); and the enforcement and reconsideration request process.  This workshop is aimed at helping facility managers, compliance program managers, QIs, and other facility personnel understand and comply with the FRP regulations ahead of any upcoming inspections at their facilities.
